Uzbekistan to accelerate energy sector digitalization as public complaints decline

BAKU, Azerbaijan, July 19. The number of public complaints related to Uzbekistan's fuel and energy sector dropped by 26 percent in the first half of 2026, falling from 50,000 to 39,000 compared to the same period last year, First Deputy Energy Minister Umid Mamadaminov said.

He attributed the improvement to ongoing reforms, including the commissioning of new power generation facilities, upgrades to electricity transmission and distribution networks, and the implementation of energy efficiency initiatives.

Despite the progress, Mamadaminov acknowledged that several challenges remain. Many substations and transformer facilities continue to operate under heavy loads, particularly in some regions. Around 30 percent of the country's more than 1,800 substations with voltages of 35–110 kV have been modernized, while the rest will be upgraded gradually with state funding.

Gas supply remains the main source of public complaints, accounting for more than half of all appeals. Most concerns relate to natural gas and liquefied gas deliveries, especially delays in supplying gas cylinders to households.

To improve service, the ministry is rolling out a digital gas supply management system, which is expected to significantly reduce complaints before the autumn and winter heating season.

According to Mamadaminov, the energy sector is now moving beyond its large-scale capacity expansion phase and entering a new stage focused on digital transformation, infrastructure modernization, and automation.

Over the next four years, Uzbekistan plans to modernize approximately 5,000 kilometers of electricity transmission and distribution networks, construct new substations, and introduce a nationwide automated digital management system.

The Energy Ministry is also preparing a new development strategy that предусматривает modernization of call centers, improvements to the public complaint handling system, and the wider use of artificial intelligence to enhance customer services.
