President of Kazakhstan signs law On Heat and Power Industry

ASTANA, Kazakhstan, July 8. President of Kazakhstan Kasym-Jomart Tokayev has signed the law "On Heat and Power Industry," the statement of the press service of the government of Kazakhstan said, TurkicWorld reports.

According to the information, the text governs public relations deriving from the production, transmission, implementation, and use of heat energy for the first time in the form of an independent law, with the goal of promoting the development and high quality operation of heat supply systems.

The law modernizes the system of regulation in the heat energy sector by introducing new and strengthening existing tools to ensure their quality and smooth functioning.

The goals, objectives, and principles of state regulation in the heat sector have been defined.

Meanwhile, tools for development planning and assessment of the heat and power sector have been introduced to ensure its consistent and efficient development. In particular, the Ministry of Energy will approve key and target indicators of the heat power sector by regions, sectors of production, transportation, sales, and consumption of heat energy developed by sectoral state bodies.

Furthermore, the heat supply system is structured, and the rights and obligations of heat supply subjects and consumers of their services are regulated. Heat supply systems are subdivided into centralized, local, and individual heat supply systems depending on their capacity and connected load of consumers.

Mechanisms for tariff regulation, support for energy saving, and the use of renewable energy sources in the heat sector have been updated to increase the sector's investment attractiveness.

The requirements for ensuring the reliability and safety of heat supply, conditions for repair works, and decommissioning of heat sources were established, and requirements for ensuring readiness for the heating season were strengthened.
