BAKU, Azerbaijan, August 10. Azerbaijan's state budget revenues amounted to 23.5947 billion manats (about $13.88 billion) in January-July 2026, while expenditures totaled 20.1744 billion manats (about $11.87 billion), according to the State Statistics Committee.
Revenues increased by 0.5% and expenditures by 1.2% compared with the same period last year.
As a result, the state budget recorded a surplus of 3.4203 billion manats (about $2.01 billion).
In January-June 2026, state budget revenues amounted to 19.1792 billion manats (about $11.28 billion), while actual spending from financed expenditures totaled 16.7755 billion manats (about $9.87 billion). The number of payment orders issued for expenditure execution amounted to 624,100.
Finance Minister Sahil Babayev said during a parliamentary session discussing the draft law on the implementation of Azerbaijan's 2025 state budget that reforms carried out in recent years had ensured the sustainable development of the non-oil sector.
According to Babayev, GDP in the non-oil and gas sector amounted to 92.3 billion manats (about $54.29 billion) during the reporting period, accounting for 71.5% of total GDP and representing real growth of 2.7% compared with the previous year.
The minister said the share of non-oil revenues in the consolidated budget had risen to 55.2%, while the share of non-oil taxes had increased to 25%. He noted that the share of non-oil revenues in total state budget revenues had risen from 43.3% to 52% over the past five years, and that the figure is expected to reach 57.4% in the 2026 state budget.
"The dynamics of these indicators show that the development of the non-oil sector and reducing the state budget's dependence on oil revenues are among the government's key priorities. Measures to increase non-oil sector revenues and diversify their sources are being implemented continuously, and the issue remains under constant monitoring," Babayev said.
