BAKU, Azerbaijan, August 27. Pakistan’s armed forces will provide training and capacity-building assistance to Kuwait’s military under a new defence cooperation protocol signed by the two countries.
The “Protocol Agreement-2026” was signed on August 27 during a visit to Pakistan by Kuwaiti Defence Minister Sheikh Abdullah Ali Abdullah Al-Saleem Al-Sabah. It expands the framework established under the Pakistan-Kuwait Defence Cooperation Agreement signed in 2023.
Under the new agreement, Pakistan will assist Kuwait in military training, capacity building, border management and other areas of defence cooperation mutually agreed by the two countries.
The two sides also reaffirmed their commitment to strengthening institutional ties between their armed forces and developing a long-term, mutually beneficial defence partnership. Regional security and bilateral military cooperation were also discussed during meetings in Rawalpindi.
The new protocol builds on a broader defence relationship dating back decades. Kuwait formally ratified the 2023 Defence Cooperation Agreement in July, providing an institutional framework covering military training and education, joint exercises and exchanges of expertise.
Pakistani officials have previously clarified that the Kuwait agreement is a defence cooperation arrangement and differs from Pakistan’s strategic mutual defence framework with Saudi Arabia.
The expanded military cooperation comes amid heightened security concerns across the Gulf and growing efforts by Kuwait to strengthen its defence partnerships.
