BAKU, Azerbaijan, October 31. On October 29, 2025, President of the Turkic Culture and Heritage Foundation Mrs. Aktoty Raimkulova delivered a speech at the international parliamentary conference titled “Constitution as the Foundation of the Independence and Sovereignty of States in the Contemporary World”, organized by the Milli Majlis (Parliament) of the Republic of Azerbaijan on the occasion of the 30th anniversary of the adoption of the Constitution of the Republic of Azerbaijan, TurkicWorld reported.
The purpose of the event was to highlight the importance of constitutions in strengthening the legal foundations of states, as well as to emphasize the role of constitutional values in ensuring democratic development, human rights, and freedoms.
In her address, President of the Turkic Culture and Heritage Foundation Mrs. Aktoty Raimkulova congratulated the people and government of Azerbaijan on this remarkable anniversary, noting that the Constitution adopted in 1995 laid the foundation for the stability of modern Azerbaijan, the rule of law, and the protection of human rights, playing a crucial role in strengthening the independence and sovereignty of the state. She emphasized that this legal document, formed under the wise leadership of National Leader H.E. Heydar Aliyev, has been further consolidated through the successful reforms implemented under the leadership of H.E. Ilham Aliyev, President of the Azerbaijan.

Mrs. Raimkulova also stressed that the declaration of 2025 as the “Year of the Constitution and Sovereignty” by President Ilham Aliyev symbolizes the complete restoration of the country’s sovereignty and territorial integrity, and that the application of constitutional principles across all territories, including Karabakh and East Zangezur, will go down in history as a matter of great pride.
The event, chaired by Speaker of the Milli Majlis (Parliament) of the Republic of Azerbaijan Sahiba Gafarova, was also attended by Member of the Parliament of Kazakhstan Aidos Sarym, Member of the Grand National Assembly of Türkiye Şamil Ayrım, Chairman of the Judicial and Legal Affairs and Anti-Corruption Committee of the Senate of the Supreme Assembly of Uzbekistan Abdulhakim Eshmuratov, Speaker of the Federal National Council of the United Arab Emirates Saqr Ghobash, Deputy Chairman of the Council of the Republic of the National Assembly of Belarus Vladislav Tatarinovich, Member of the Chamber of Deputies of Italy Eucenio Zoffili, Chairman of the Senate of Pakistan Syed Yusuf Raza Gilani, Chairman of the Senate of Romania Mircea Abrudean, Member of the Federation Council of the Federal Assembly of Russia Natalya Kuvshinova, Deputy Speaker of the National Assembly of Serbia Jovan Jancic, Chairman of the House of Representatives of the Supreme Assembly of Tajikistan Fayzali Idizoda, and President of the Global Council for Tolerance and Peace (GCTP) Ahmed Aljarwan, who exchanged views on the role of constitutions in strengthening the legal foundations of modern states, ensuring sovereignty, and preserving national independence.
As part of the conference, guests and participants visited the Alley of Honor, laying a wreath at the grave of the architect and founder of modern independent Azerbaijan, Heydar Aliyev.
They then proceeded to the Alley of Martyrs, where they paid tribute to the heroes who sacrificed their lives for Azerbaijan’s freedom and independence, laying a wreath at the “Eternal Flame” memorial.
