BERLIN, Germany, July 21. A Joint Declaration on the Strategic Agenda for Bilateral Partnership between the Republic of Azerbaijan and the Federal Republic of Germany has been signed, aimed at further deepening cooperation between the two countries in political, economic, energy, security, and humanitarian fields.
The document was signed on July 21 in Berlin by President of Azerbaijan Ilham Aliyev and German Chancellor Friedrich Merz.
The declaration emphasizes the long-standing friendly relations, mutual trust, and shared interests between Azerbaijan and Germany. The sides reaffirmed their respect for state sovereignty, independence, and territorial integrity, as well as their commitment to the principles of the UN Charter and international law.
The document also addresses progress in Azerbaijan-Armenia relations, with Germany expressing support for efforts aimed at achieving lasting peace between the two countries.
The declaration highlights the strategic importance of the Azerbaijan-European Union partnership and stresses the need to further develop political dialogue and practical cooperation.
According to the document, Azerbaijan and Germany intend to expand cooperation in the following areas:
Political and diplomatic cooperation: Regular consultations between ministries and state institutions, continuation of high-level visits, and strengthening dialogue on regional issues.
Economic and trade relations: Increasing bilateral trade and investment opportunities, expanding cooperation in agriculture, green energy, low-carbon hydrogen, energy efficiency, transport, and logistics.
Energy and climate cooperation: Developing energy flows, environmental protection, climate action, and sustainable water resource management.
Security and defence: Expanding cooperation on regional security, mine clearance, defence industry, military education, and exchange of experience.
Culture and education: Developing cultural exchanges, interfaith dialogue, digital education, vocational training, and joint scientific projects.
Science and innovation: Cooperation in digital transformation, industrial modernization, and new technologies.
The declaration states that the planned activities will be implemented in accordance with the capabilities and legislation of both countries.
The Joint Declaration was signed in Berlin on July 21, 2026, in two copies in the English language.
