Council of Commanders of CIS Border Troops held in Manas city

BAKU, Azerbaijan, October 30. 91st meeting of the Council of Commanders of Border Troops of the CIS member states (CCBT) held in Manas city, chaired by head of the Russian Federal Security Service's Border Guar Service, Army General Vladimir Kulishov TurkicWorld reports citing Kabar.

According to the Border Service of the State Committee for National Security of the Kyrgyz Republic, delegations from the border agencies of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan are participating in the meeting. The Kyrgyz Republic is represented by the Director of the Border Service, A. Alimbaev.

Also participating in the event are representatives of the CCBT Coordination Service, heads and official representatives of interacting structures of the CIS, CSTO, SCO, and the International Union of Border Guard Veterans.

Particular attention at the meeting is paid to the participation of authorized representatives of the President of the Kyrgyz Republic in the Batken, Osh, and Jalal-Abad regions, as well as the heads of the regions of the Republic of Tajikistan bordering the Kyrgyz Republic - the Gorno-Badakhshan Autonomous Region and the Sughd Region. Their participation testifies to the growing interest of border regions in issues of strengthening border security and improving interstate cooperation at the regional level.

Opening the meeting, the Deputy Chairman of the Cabinet of Ministers - Chairman of the State Committee for National Security, Kamchybek Tashiev, noted the importance of this event for ensuring the collective security of the CIS countries. In his speech, he emphasized that joint efforts in the field of protecting external borders and the exchange of experience are the basis for developing an effective and unified security strategy.

"We live in an era of global change, when threats to external security require from us not only a rapid response, but also long-term planning to ensure stability and sustainability on the external borders of our countries," said General-Colonel Tashiev. He also emphasized the importance of digitalization in the field of information exchange, combating transnational crime, illegal migration, and expanding the capacity of border agency personnel.

Separately, Kamchybek Tashiev stressed the need to strengthen cooperation in the training of specialists, especially in light of new security challenges such as the use of unmanned aerial vehicles for smuggling, as well as threats related to cyberattacks and illegal migration. He emphasized that Manas city, a symbol of the unity and freedom of the Kyrgyz people, represents an ideal platform for developing solutions that contribute to strengthening stability and security on the common borders of the CIS states.

Tylek Tekebaev, the plenipotentiary representative of the president in the Jalal-Abad region, also addressed the participants of the meeting. He expressed pride in the opportunity to host the participants of the 91st meeting of the Council of Commanders of Border Troops of the CIS and noted that the presence of representatives from the border regions of Tajikistan gives special significance to the meeting, strengthening good-neighborly relations and enhancing strategic cooperation in the field of security.

“The Jalal-Abad region is a key region through which significant trade and economic arteries connecting our countries pass. I am confident that the results of today's meeting will be an important step towards strengthening trust, peace, and stability on our common borders,” added the president's representative.

As part of the agenda, participants will hear reports on the situation at the external borders of the CIS member states and trends in its development, the results of the activities of the Council of Commanders of Border Troops in 2025 and the tasks for 2026. Issues of scientific research and educational activities will be considered, as well as issues of increasing the effectiveness of joint operations and countering modern threats such as terrorism, drug trafficking, and cyber threats.
