BAKU, Azerbaijan, September 21. The session of the plenum of the Constitutional Court of Azerbaijan on special constitutional proceedings on checkout of the documents submitted by the Central Election Commission (CEC) and approval of the results of the snap election to the Azerbaijani Parliament is being held, TurkicWorld reports.
Chairman of the Constitutional Court of Azerbaijan Farhad Abdullayev has declared the meeting open. Members of the board and the court secretary were represented at the meeting. Information from the reporting judge on the setting of the date, conduct, and results of the election is heard.
During the session, the rapporteur judge Rovshan Ismailov briefed on the scheduling, conduct, and outcomes of the parliamentary election.
Judge Kamran Shafiyev said that the Republican Prosecutor’s Office received 13 complaints related to the parliamentary election, which were forwarded to the CEC of Azerbaijan for review. He noted that the results of these reviews did not affect the overall outcome of the election.
Next, the Chairman of the CEC of Azerbaijan Mazahir Panahov has given a detailed account of the electoral process, starting from the preparation period for the parliamentary election.
Panahov pointed out that by the decree of the President of Azerbaijan dated June 28, 2024, snap parliamentary election was announced and scheduled for September 1, 2024.
"In accordance with the Election Code, the CEC, responsible for the preparation and conduct of the election, immediately began work and approved the Calendar Plan. After the announcement of the election, the stage of nomination and registration of candidates for deputies began.
Necessary conditions were created for all citizens with voting rights. For the first time in the history of election, there was a high level of activity from candidates and the Azerbaijani public in terms of participation in the election," said Panahov.
The CEC chairman emphasized that the nomination and registration of candidates were conducted transparently and openly, and all candidates wishing to participate were provided with the necessary conditions for their election campaign. Ballots were produced on time and delivered to the precinct election commissions.
It was highlighted that numerous observers and international media representatives monitored the parliamentary election.
To note, on September 16, the Azerbaijani CEC summed up the results of the snap election and submitted the relevant documents to the Constitutional Court for approval of the results and outcomes of the election.
The snap parliamentary election was held in Azerbaijan on September 1.
A total of 112,749 local observers were registered to monitor the election. More than 65,000 of them were representatives of political parties. The number of registered international observers was 598 people, representing 51 organizations in 69 countries.
Out of 990 registered candidates in the parliamentary election, 305 are representatives of 25 political parties. Although 371 candidates are members of political parties, they were not nominated by the parties to which they belong. In total, 676 candidates have political party affiliation.
