Dear compatriots!

The fact that our victorious army under the leadership of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief Mr. Ilham Aliyev in the shortest term raised our tricolor flag in 2020 in our territories occupied for 30 years, awakened a sense of pride and joy in every Azerbaijani regardless of the country of his residence.

At that time every compatriot from children to adults on various platforms rendered his support to the Azerbaijani state in its just struggle to restore the territorial integrity of our state. Each of our compatriots stood beside their state and army thus doing everything possible day and night to liberate our lands within 44 days.

It is known that the terrorist and occupying state of Armenia which has not been able to come to terms with its bitter defeats in the past period, is pursuing a mining policy to achieve its nefarious goals, deliberately targeting civilians. A striking example of this is the death of civilians and police officers as a result of mine terrorism carried out by the Armenian armed forces within the state borders of Azerbaijan. Over the past few months units of the Armenian armed forces in the Karabakh region of Azerbaijan have systematically shelled the positions of the Azerbaijani army from various types of weapons, continued mining our territories, improved combat positions with engineering work, and also increased the number of trenches and shelters which led to an increase in tension.

On September 19, 2023 in order to ensure the implementation of the provisions of the Tripartite Statement, prevent large-scale provocations in Karabakh region, disarm and withdraw units of the Armenian armed forces from the territories of Azerbaijan, neutralize their military infrastructure, secure the safety of the civilian population including civilian workers and military personnel participating in restoration and construction work carried out in the territory, and restore the constitutional order of the Republic of Azerbaijan, the Azerbaijani army launched local anti-terrorist measures.

It is not exculded that the government of Armenia deeply concerned about the ongoing anti-terrorist measures in its desperate situation, and the separatist regime financed by that government will carry out terrorist and sabotage acts against our compatriots in Azerbaijan and in foreign countries. Thus, the terrorist organization ASALA which has been perpetrating bloody actions in different parts of the world for many years, can commit bloody provocations at any time and anywhere by the order of the enemy. Particulally considering that the Armenian diaspora has lately become increasingly aggressive, we urge our compatriots who reside the states acting as patrons of Armenia and where Armenians mostly inhabit, not to follow provocations and be cautious.

Considering the above-mentioned, the State Committee on Work with Diaspora of the Republic of Azerbaijan recommends that you be extremely cautious and contact the law enforcement agencies of the country of your residence, as well as the relevant institutions of the Republic of Azerbaijan in foreign countries and the State Committee if you notice suspicious circumstances.
